Every Floridian, regardless of income or insurance status, deserve access to care that protects their health and strengthens their community.
Florida’s Coverage Gap
Florida is one of ten states that has not expanded Medicaid under the Affordable Care Act. As a result, about 315,000 adults remain in the coverage gap. They earn too much to qualify for Medicaid but not enough to afford private insurance. For parents, Medicaid eligibility is limited to those earning less than 28 percent of the Federal Poverty Level, or about $7,230 a year, for a family of three. Even hardworking families can find themselves without any realistic path to affordable coverage.
Who Falls Into the Gap
People who fall into the gap include:
- Working families in retail, service, construction, and agriculture
- Parents supporting children while managing multiple jobs
- Young adults entering the workforce without employer coverage
This is where our free and charitable clinics step in. FAFCC’s 109 clinics served 220,294 patients in 2024 and delivered more than half a million medical, dental, behavioral health, vision, and pharmacy visits.
Eligibility Requirements
Each individual clinic has its own eligibility requirements. In general, to be eligible for services, you must be uninsured and meet some form of income requirement—typically 150% of the Florida poverty level and sometimes up to 300%.

Patient Stories
St. Petersburg Free Clinic uniquely addresses the link between nutrition and health. Through its FRESH Pace Healthy Neighborhood Stores Program, local corner stores are stocked with affordable, healthy foods where residents already shop. Building on this effort, SPFC staff began offering monthly screenings at these stores—providing blood pressure and blood sugar checks, along with education about available services.
It was during one of these events that Michael, just a year away from Medicare, discovered he was living with uncontrolled diabetes. Without intervention, he was one step away from the emergency room and a medical crisis. But because SPFC was right across the street, that simple screening changed everything. Staff quickly connected him to care, provided supplies, and offered education on managing his health. Today, Michael is healthier, more confident, and looks forward to many more years with his grandchildren.
